Sgt. Sergeant Michael McNiff spotted John D. Mulvaney, 50, of Hamburg slumped over the wheel of a vehicle parked outside Miranda's on northbound Route 23, Capt. Laurence Martin said.
Mulvaney tried to toss the can of “ultra-duster” that he'd been inhaling -- a practice commonly known as "huffing" -- after McNiff roused him, the captain said.
McNiff spotted six more cans, then found 92 glassine bags of heroin stamped “CHERRY BOMB,” he said.
Mulvaney, who was wanted on drug charges in Tennesse, also had dozens of illegal prescription pills -- Oxycodone, Clonazepam, Sertraline, Trazadone, Cyclobenzaprine and Methocarbamol -- that "were being crushed and inhaled," Martin said.
Police charged Mulvaney with a variety of drug offenses before releasing him under New Jersey's 2017 bail reform law, the captain said.
Tennessee authorities refused to extradite and asked that he be released on the fugitive warrant, Martin said.
