New York State Police in Haverstraw and Tarrytown arrested Scott Spooner, 59, of Vineland, N.J., for leaving the scene of a fatal motor vehicle accident, said Trooper Steven Nevel.

Spooner was driving a 2009 Kenworth tractor-trailer when he struck 54-year-old Paul Peacock, near the Ramapo rest area at 4 a.m., Nevel said.

Investigators located Spooner and his vehicle at approximately 12:15 p.m. while checking the area truck stops. The damaged Kenworth was found in the Pilot Travel Center on State Route 17 in Mahwah, N.J.

NYSP were assisted by the Mahwah Police Department. Spooner was arraigned in the Village of Sloatsburg Court and is being held at the Rockland County Jail on $25,000 bail.

It is unclear why Peacock was walking on the Thruway at the time of the collision.

New York State Police BCI are requesting anyone who may have witnessed the accident to call SP Haverstraw at 845-364-9424.
